Because estates are acquired at different times and one line across everything is the wrong shape. The work list becomes what arrived after the line; the count of what is behind it is on the page so nobody forgets it exists.
What it does not do
A baseline is a way of managing attention, not a way of fixing anything. Everything behind the line is still there and still counted.
Every feature page carries one of those. The comparison page scores the same ground against five products people pay for, including the rows that go against us.
